I am very fortunate to work with numerous public pension plans around the country on plan design issues, plan qualification issues, IRS compliance issues, fiduciary issues, and health care issues. I enjoy writing and speaking on public plan issues. My 2009 presentations included tax panels “Operational Compliance Reviews” and “IRS Compliance Update as the P2F2 Annual Conference; the “Legal Update for Governmental Plans” at the National Council on Teacher Retirement Annual Conference. I am a member of the Emeritus Board of the National Association of Public Pension Attorneys, the Advisory Board of the National Council of Teachers Retirement, National Association of Government Defined Contribution Administrators, and the Indiana Municipal Lawyers Association. I was very pleased to have served as a member of the initial Advisory Committee for IRS Tax Exempt/Governmental Entities (appointed for a four-year term of July 1, 2001 to June 30, 2005). I earned my bachelor of science in management from Indiana University, Bloomington, in 1971, and my juris doctorate, summa cum laude, from Indiana University School of Law, Indianapolis in 1981. I joined Ice Miller in 1981, and am the Co-Chair of the Ice Miller Employee Benefits Group. I started my benefits career with the IRS in the EP/EO Division.
