Avery E. Neumark is a Partner in the Tax Group at Marks Paneth LLP. Mr. Neumark is an attorney with more than 35 years’ experience specializing in employee benefits and executive compensation, as well as ERISA, retirement and health and welfare planning, and compensation consulting

He is also an adjunct professor at Brooklyn Law School and the Fordham University Graduate School of Business.

Prior to joining the firm, Mr. Neumark was a tax partner specializing in executive compensation and employee benefits planning with Ernst & Young and Weber Lipshie & Co.

In 1994 Governor Cuomo appointed Mr. Neumark a Commissioner of the New York State Insurance Fund. From 1987-1994, he served as a Special Advisor to the Lieutenant Governor of the State of New York, Stan Lundine. In 1991, Governor Cuomo appointed Mr. Neumark Chairman of the New York State Temporary Commission on Worker's Compensation.

Mr. Neumark is a member of the American Bar Association's Employee Benefits Committee and is the past chairman of the Fringe Benefits Sub-committee. He currently serves on the Board of Directors of the New York State Society of CPA and is a member of its Employee Benefits Committee and Mediation and Arbitration Committee. He is a member of the New York State Bar Association's Employee Benefits Committee and the Tax Management Compensation Planning Advisory Board. He has lectured throughout the United States to such groups as the American Bar Association, American Institute of Certified Public Accountants, Young Presidents Organization, New York University Institute of Federal Taxation, New York State Society of CPA's, International Association for Financial Planning, American Compensation Association, Institute of Certified Financial Planners and the Practising Law Institute.

A cum laude graduate of Yeshiva University in 1974, Mr. Neumark received his JD from Brooklyn Law School in 1977 and his LL.M in taxation from the New York University of Law in 1980.

Mr. Neumark has contributed to the Employee Benefits Handbook: Employment Law Series-Executive Compensation: International Tax Journal; Bank Officers' Handbook of Commercial Law; The Rights of Aging-Perspectives for the 1980s, and the Journal of Partnership Taxation. Mr. Neumark has recently been quoted in the New York Times, the Wall Street Journal, USA Today, Forbes, Business Week, Money Magazine and other publications on current compensation issues.

In addition to his professional affiliations, Mr. Neumark is active in many non-profit organizations. He serves on the Board of the Union of Orthodox Jewish Congregations of America. He is the past chairman of the pension plan subcommittee of the UJA-Federation in New York and also serves on its legal and tax panel.
