Louis J. Campagna

Louis J. Campagna Jr. has been at the US Department of Labor’s Employee Benefits Security Administration for nearly 40 years and has served in senior leadership positions for nearly that long. He has been the Chief of the Divisions of Class and Individual Exemptions in the Office of Exemption Determinations and since 2000 has been the Chief of the Division of Fiduciary Interpretations in the Office of Regulations and Interpretations of EBSA. As the Chief of DFI, Lou has been involved in virtually all regulations, advisory opinions, field assistance bulletins, information letters and interpretive bulletins affecting the fiduciary and prohibited transaction provisions under Title I. Over this period, Lou has also given over 100 presentations to practitioner and industry groups to publicize the Department’s positions and to respond to the public’s questions and comments. He regularly presented to leading national groups, including the ALI, PLI, NCCMP, International Foundation, ICI, ASPA, and ABA Tax Section Employee Benefits Committee (EBC). He also is EBSA’s contact with other federal agencies on issues involving the fiduciary and prohibited transaction provisions of Title I of ERISA and is a nationally recognized expert in the field.
