Rosina B. Barker

Rosina B. Barker is a partner with the law firm of Ivins, Phillips & Barker, Washington D.C., where she devotes her practice exclusively to employee benefits and executive compensation. Before joining Ivins in 1991, Rosina served on the Tax Staff of the Ways and Means Committee, U.S. House of Representatives, where she had primary Committee staff responsibility for employee benefits matters in all tax legislation from the Tax Reform Act of 1986 through OBRA 1990. Rosina was Chair of the Employee Benefits Committee, D.C. Bar Taxation Section, from 2003 to 2006, and Editor-in-Chief of Benefits Laws Journal, 1997 to 2002. She is a member of the ABA Tax Section, Employee Benefits Committee; the ERISA Roundtable; and the BNA Pension & Benefits Advisory Board. Aside from advising clients and helping them resolve knotty compensation issues, Rosina’s greatest professional pleasure is writing, speaking and debating about these same knotty issues. Rosina can only echo Judy Mazo’s terrific tribute to the job of being an employee benefits lawyer: It’s a privilege to work with smart and conscientious colleagues, fellow practitioners and clients who care deeply about the issues, the results, and getting it right in a field that touches a lot of lives.
